I have been using the neteller ATM since March. All the things you read are right,Leon. They charge you with all that. The follwing is an email they sent me when I asked them about some charges on my debit card:

The reason you see the discrepancy in what you transfer to the card and what is shown as a balance is because there is a 1.9% fee applied to the funds transferred due to currency exchange. The NETELLER ATM card is held in Canadian Dollars since our card provider is a Canadian company hence the currency conversion. When you checked your balance online this fee was shown twice since the funds are converted into the currency registered to your NETELLER account using the NETELLER rate which includes the 1.9% fee. That being said the 1.9% is actually on your card you just do not see it due to the double conversion using the NETLLER exchange rate. As for the decreasing balance I can only attribute it to changes in the value of the Canadian Dollar. Again, when you check your balance online the balance is converted into US Dollars and thus a higher Canadian Dollar would yield a lower apparent balance. It is important to note that our card provider will also charge a fee of 1.9% when you withdraw funds in a different currency at the ATM and we understand that this can be frustrating so we offer to reimburse the 1.9% that we take when you transfer funds to your card. I have sent a request to my supervisor to refund you for this fee, but be advised that to receive this refund from now on you will have to send us an email with the date and amount of the transfer made to your ATM card, and you account will be adjusted within 1-2 business days.

Just wanted to bring to your attention that they charge even more than what you have listed if you are not receiving the money in the same currency (at the ATM machine) of the neteller account. For you, iving in the USA that might not be a problem but for others living on countries with curencies not available at neteller (like Dominican Pesos) that is an important thing. Notice that they had the gesture of avoiding the 1.9% chage from my account and they have been doing it. As most of you know, my account only m0ves a couple thousand every month and they did that for me.
