I just signed up for neteller and made my first deposit. Just a few observations -
1. You must verify your bank account. The process can take a few days. You give acct. information, they make a micro deposit, you verify the amount of the micro deposit, they call you on the telephone, you transfer money from your bank account to neteller, the transfer clears your bank, and your funds in neteller are now available. It takes a few days, unless you are willing to pay the 8.9% fee. If time is critical to you, you can take most of these steps in advance without transfering any money to neteller.
2. Pacific Poker did not allow me to transfer my balance to my neteller account. I made initial deposit into Pacific via EFT from my bank. They require that the cash-out goes back to the source of the original deposit. Another reason not to play there (as if another one was needed).
3. Once the neteller account is activated and funded, the transfers have been smooth and free of transaction fees.
