Unless he was flat out stealing, I would expect him to call the raise even with a pair of 3s. If you think he's stealing... your K high probably beats him anyway. If he isn't, river raises have low fold equity as far as I can tell.
I'd lay it down to a semi-sane straightforward player and call against a mizor, weak as it may seem.
