He clearly check called on 4th intending to CR you on 5th. ( Quite good for a player at .50/1 ).
In that light we know he isnt a total moron, so he ( probably ) has a hand - trips or a fh are most likely - I dont think two pair from a thinking player is likely very often.
The key streets here are 4th and 5th. He has paired 4th but its a marginal call/fold for him on 4th if he has 1/2pr ( yes its wrong to call, but its not _terrible_ against our range of hands ), and he cannot know we have a pair rather than a strong both way draw - hence his passivity later on.
Our problem is that we have a better hand if what he told us on 4th is true, so we want to bet 5th - however when he raises us on 5th we can be almost sure he is ahead for the high.
I think the correct line is bet 4th and hope to get CR'd by a weaker player, by check calling and CR'ing 5th he gives us more problems.
Stil, we have pot odds to call even if he has a full house.
Check/call 6th and of course bet 7th.
At higher limits you wont get the pot odds to call though, its an effect of pot being padded on 3rd ( normally you'd get more calls on 4th as well at this limit ).
In looser games its well worth calling down in these spots as you're getting better odds than "correct" play all round dictates.
