I'd get one with at least a 250 gig hard drive, 2 gig RAM, a dual core processor of some sort, a 256M or higher graphics card and basically you are set for Poker/PT and browsing. I bought one specced like that for $750 well over a year ago in the UK (not the cheapest place to shop) so my guess is you should be able to pick up what you need for $500-$600 or so.
I would read the reviews to try to find a quiet one - once a PC can do what you want it too, then stuff like lack of noise becomes more important than other bells and whistles.
As for Prima and B2B, I don't think B2B allows US players.
Several Prima sites do allow you to play from the US I think. You might like to speak to T-Rod about the best prima sites. My favorite one got taken over last month and he was able to point me in the right direction to find a very good replacement..
If you play the 6 max $100 at Prima you are also likely to find me (Excession).
