i think he was making the BS call to me, ED.
let me look over the section of optimal bluffing freq in ToP, but iirc, it's mostly a mathematical concept revolving around pot size. this kind of thinking has little value if villain will not fold (why bluff? just value bet made hands). furthermore, you can bluff MUCH more than is theoretically optimal if people are WT and will fold to aggression.
i imagine that sklansky made some kind of caveat for playing against these kinds of players, but the core of the optimal bluffing freq is based on pot odds (again, iirc), and there are plenty of LHE players who DON'T make decisions consciously or subconsciously based on pot size and pot odds.
