I'm not sure it's an especially relevant figure (except when calculating the power of high-only hands containing AA or KK?!?) but I think a low hits just over half the time from a new deck, dealing out 5 cards. Obviously the number of players in the hand skews the deck towards high cards, so in a given hand it's probably around about 50:50 or less.
