Yes, while at the low stakes the pot-sized bets don't do any good, that's still a GOOD THING:
You flop top set, for example, and they chase to the river. Well, sometimes they make the flush, but only 1/3 of the time. If they make it and the board pairs, you stack them. If they make it on the turn and pot it, you just lay down. If they make it on the river, you lay down. So, while you by no means always win here, you can create some very good EV situations in pot limit.
Just let 'em chase against the odds...
