If he can put me on the hand I have (the fd) he dosent have to have the flush to win the hand, if he willing to be agressive. Again, this is read dependant, but if villan is smart enough to realize that I am not going to call with a pair of nines once the third nine falls on 4th, therefore I have to be on the fd, as I would raise any big pair here. Thus, it is correct for him to keep betting. Even if he doesent have the flush and he has split aces (and has butchered by not raising early in the hand) all he has to do is catch two pair to win. Hell, he dosent have to do much but bet. Unless I catch a FH, I am going to fold to his 7th street bet. Conversely, this is a great bluffing situation against a player willing to fold on the river.
This is why low straight draws (and to a lesser extent, low flush draws) are not good hands to play. A decent percentage of the time, your hand turns into two pair and if you start with three low cards, they will be two low pair. Even if you opponent is drawing (say he has a fd, or started with kq up), he too wanders into two pair. When that happens, he usually has you beat.
