PF call is loose, but if you know your opponent and figure you can pick it up post flop, it is fine. I would lead almost any flop.
On the flop get some money in and hope he has an ace. Do it now before he hits his kicker or the board running pairs on you.

Yeah you have to get the money in before the river like everyone else said. He either has an ace or he doesn't. If he does, you stack him, if he doesn't, you don't win a lot of chips after his flop bet. Just checkraise the flop and hope he pushes, or just push yourself on the turn if he calls.

If you reraise and he calls or pushes you are pot commited. So it is moot after that.
