He raises PF and bets out on the flop

I guess he has a large pair and is making a continuation bet

Or is he on a draw or combo/draw?

Is my Flop raise the correct thing to do?

Why would he call the my flop raise? What would he have to be holding?

Or is he insane?

very standard as most cards either kill your hand or kill your action, raise the flop and just get it all in on that turn. if the turn completed a draw, then it might be more difficult but just raise that flop.
