I don't follow what you mean by "top 2". Only top two are paid? The best two players on the table? The two biggest stacks? The top 2 movies at the box office last week that no longer is an important fact to remember for the majority of people in any country on Earth? (sorry got carried away)
PF - fine considering the min-raise, callers, and your BB discount. Play cautiously though - hit big or get out of harm's way.
Flop - I lead this flop about 3/4 PB and 3-bet all-in. As played, check-raise all-in. No other play is good. You have top two-pair on a VERY heavily coordinated board in a multi-way raised pot. Play your hand as fast as possible. Get it all-in on that flop. If someone has a set or straight (they usually won't), GG or mega suck-out. These players totally suck ass and you're giving them way too much credit by assuming a bet, call, or raise must mean they're ahead of Top 2.
edit: Oh... Top 2 = Top 2 pair!
