I had thought UTG was an idiot for a while as he's been trying to stack off the entire tournament, but I guess he was onto something? So this was a good call by him? And I was wrong to shove with AAQJ when I knew he would call exactly with a hand like this?

based on these numbers, you can probably safely push against utg's range. note that a lot of your equity is compromised when you chop the pot. i think this shows the value of having some sort of low with your aces. for example:

changing your Q to an 8 bumps up your equity 5% vs utg.

as for strategy, if you are willing to gamble, raising/pushing is fine... you're usually not losing much equity if any. keep in mind that you'll run into KKxx or A2xx quite a bit, and you're a favorite against those hands. if you are not willing to push if the situation plays out how it did, then just call on the flop. plo8 is a post-flop game -- don't be afraid to play after the flop. the catch is that you need to know how to extract value from marginal hands, and very few plo8 players are consistently good at this (imho).
