the 1/4 helps you. they could give you zero (like stars). there are often a lack of plo8 tables, so you may need to have two sites open.

25plo probably clears more quickly than most NLHE tables... too many people have figured out how to play tight in nlhe.
there are also people who like to clear at 2/4 HU LHE. you have to be decent, though, as the swings can be a real biatch.

Yeah, it's brutal: if the rake is <$1, then it's only 1/4 of a raked hand...so you need every pot over 20.
