Here's what happened with me.
1) I notify them of my intent to change base currency.
2) They tell me to create a new account with a different email address and base currency (which I did). If you entered your passport number last time you will need to do your driver's licence this time (because otherwise it says 'you are already known to the system')
3) They then need voice confirmation for some reason
4) I phoned them but their security team had (aggressively) removed my new account thinking I was trying to scam them!
5) Anyway, they eventually reactivated my new account, re-certified me immediately, transferred the balance over, closed my old account, and that was that.
