The low limit games are usually loose-passive. Even when I three-bet I seem to get four handed on fourth street. I think that the gain from steal should be discounted until you are certain that you are in a reasonably tight game. That said, the Party .5/1 and 1/2 games have such a high ante that even with a discount for the loose-passive nature of the games those pots still need to be jammed with some of the more marginal holdings.
I note that these numbers do not apply across the board to 7-stud hi/lo. Hi/lo is a lower variance game, but hand selection is critical.
