Since you are not going to get him out of the pot if he has any type of draw, I will give a free card even with a strong hand. My theory there is that I would rather take down 3 medium sized pots that get outdrawn for my stack. I also want to give him the chance to represent my hand if I have a monster.
The way I would have played the hand, would have been to bet the flop. When he called, I would have checked on the turn not because the 3 was scary, but because it setup a river card that wasnt scary. Any card other than a K that doesn't pair the board, would create a straight. I would check the turn with the intention of call the river regardless of what it was (unless it was a 2).
As Monk stated, you dont have to find his hand in the cookie jar to many times to make the play even EV.
