I don't raise the turn for the same reason. You won't get an A3 to fold, well, ever. You would still have over T700 left if the river totally kills you (no flush, board pairs) and can recover. The thing is, the pot will be big enough that if you hit you are more than likely to get paid off since you'd get some crying calls based on pot odds alone. You have position here, might as well use it.
Of course the standard 'chip up or bust out so you can play another' SnG theory can also pertain here, in which case you push the turn as you did. I think either way is reasonable.

PF: Ohhh those are pretty, I think I'll limp.
Flop: OK I got thd nut flush draw and a ISSD, and a sorta-decent low draw. That guy bought the pot last hand by betting each street, I think he's got shit (dunno why, but he just rubbed me the wrong way)
Turn: Ok I got a low now, aint great, but it's there. I think I have enough equity here to get my chips in.
