If you put him on something like 2 pair...maybe 89...then you have about a 32% chance that the river gives you the hand. Even against a set of fours you're about 30%. Since he's short, if you just call $7 on the turn you probably have a shot at getting his money in the pot on the river if you hit.
There is $16.50 in the pot. If you call for $7 you're getting about 2.3 to 1 on your money. You're about a 2-1 dog to most hands he has. So you're getting the odds to call, and then push on the river if you hit, especially your straight.
