The limp/call might be 7s, but wouldn't he limp/re-raise with Qs or As? But with the flush draw out there he checks the flop. I may be a little weak about this, but I don't like to try and trap with a FD on the board. Perhaps he was going for the CR?
The turn does kinda blow a hole in my read, but the small bet when the flush hits might mean a small flush. Why check when you have a hand and bet when it can be beaten?
I think he has a small flush or set of 7s. Bet half the pot for value, because he will fold to anything bigger.
