Raising to $14 is giving every draw rediculously good odds to call.
Also if you raise harder the half-stack might push with a variety of hands/draws (as is the tendency of small stacks) and you'd either have him crushed or if he does have JT you're getting relatively decent odds to your boat.
Once you raise the flop hard, I would consider checking behind depending on the turn. Position is especially useful in hands like these. Are you really getting any action from anything you beat on a pot sized bet with a 89TQ board? I highly doubt it.
