Its a raised and reraised pot. The guy is going to bet every street if he has an overpair and probably check the turn with AK / AQ type hands. If hes a total LAG and can have non normal reraising hands then I would call the shove, but there arent many people like that at these stakes.
So by min raising, you get to find out what hes going to do on the turn before the turn comes and for less money. Most people are going to fold to the min raise if they missed the flop. When he shoves, its pretty clear he didnt miss.
If you just call the flop, hes going to fire again on the turn with an overpair and its going to be a large bet, so if you call the flop its basically the same thing as floating with nothing.
