Ended up just calling because that's what I sometimes do when someone makes a strange bet that confuses me unless I have the nuts or close to it. 55 or 77 I would have re-raise for sure here, 33 was just enough to make me unsure. Don't know if it's a bad habit, but usually when I'm beat, I lose less, if I'm ahead sometimes I lose a little bit that I would have made, but often times I'll catch a bluff or mis-placed value bet on the river which is the same amount they would have called anyway.

Turns out he had [9h][8h] which I didn't even have in his range there at all. So by not re-raising, I gave him a shot to beat me with 4 outs which was the worst thing that I did. Also gave him a shot to catch a 9 or 8 that may have further hung him too though because there was no way he was calling another raise with that hand.

So unless your image is really bad this is a set or 2 pair almost always. 78 is his most likely holding IMO.

I would 3-town him here, maybe even shove.
