If you are sure that good player is on a draw, and loose has a pair of Q, then you should call flop and raise all-in any non-heart, not 9, 4, turn (there is also a possibility that he has 43, adding 7, 2 into a scare cards). Calling on flop with intention of check_folding the turn is a bad idea.
