I don't think he raises to 9 on a complete steal. I think he has a premium hand here, AK, AQ or AA-KK.
On the flop I do something that I see people advocate a lot but which I personally think is used too often. I raise for information. With no A or K on the flop I want to find out if I am up against AA-KK or overcards. My raise is designed to do just that. Since there is no draw on the flop I'm not worried about giving people odds (he's got only 2-6 outs if I am ahead), I just want to know what I am up against and hopefully take the pot down now.
I normally do re-raise with QQ but two things made me decide not to. The raise was 9bb which is quite big. I think that means a big hand. If I re-raise I have to make it 30 and since I will fold to a push I don't want to do that. I'd rather try to outplay him post flop.
