I would probably call with 99+, AQ+ (knowing that it is someone with a shorstack strategy).
That said, before I recognize that he is a competent shortstack (ie if this is the first or maybe second time he's doing this) I would call with a range more like 44+, ATo+, A8s+, KQo, KJs, QJs, TJs. You see so many people pushing with hands like A3o or T9o, even things like T4s. It becomes pretty profitable to call with a wide range against a random shorty.
30% sounds like a decent range. This would probably make up for the passive opponents who will only raise 10% and the maniacs who are raising 60%, or something to that effect.
Sadly, at the state online poker is in at the moment, 1/2 plays fairly close to 5/10 in regards to preflop play between decent players.
