It is 100 times the big blind of the table, since the big blind of your table is $0.02 it is therefore a NL2 table. In most cases, the max buyin for a table is 100 big blinds. Sometimes however it's higher/lower as it is in your case, you're buying in for 250 big blinds which is actually deep stacked poker.

Given your read, easy call. Against idiot pushers, I call with AK preflop. You are a coin flop with most pairs and you are way ahead of AQ/AJ, etc. I'd say you're in the 60-70% ahead range and I'm comfortable playing for my stack in that scenario. Remember, AA vs KK is only ahead 80% so 60-70% is not bad.
