Do we really expect villain to fold a Q here? If he is cold calling preflop reraises OOP with QJ or KQ, IMO he can't/won't fold if he hits top pair.

Honestly, once he C/R's turn he might even call with JJ. I agree that his line looks bluffy, but I don't think shoving is the way to deal with it. I would prefer you call turn and call most/all rivers if you are going to continue.
