Second monitor problem

So i've been using an acer widescreen 22 inch as a second monitor for a while but recently its been busto and not doing as well.

It will turn on and say no signal found for a few seconds even when the blue cable is going into to my laptop. Ive checked the plug on all ports for the monitor and there tight.

Is it busted or what?
