I think with A3wheelupto6X it's a pretty reasonable call. A3weakweak is another story. Having some info on the preflop raiser helps. Is he a 'only raise with AA' guy? Then call it. Is he an 'only raise with A2' guy, then you generally want to fold, since he has one of the 4 deuces that you really need to see on the flop to continue. If he's a 'raise with any pair or ace' guy, then call it. Keep in mind, you will catch a deuce on the flop only about 1 in every 4 or 5 (IIRC) times.
I find that A3xx is a borderline profitable hand when the xx has something to go with it. 89 just isn't 'something' enough to make it worth while, unless you are up against the 'any AA' raisers, in which case I'll call with almost anything.
