I just called The Bike wanting to get more info and was told that their lowest buy-in is $1/2 NL40. How can this be? It's 20 BB. Did I misunderstand or this is how their set up is. If anyone has played there, please confirm.

You expect casinos to make chips in denominations of cents?
Its probably just 1/2 NL100, the min buyin is $40. That's how it worked when I went to Jackson.

According to your original post, you asked for the lowest buyin. I as well as your operator probably took that to mean "what is the lowest I can buy in for NL" and the natural response is 1/2 NL, you can buyin for $40. Max 100 (At most casinos at least)

The cents part is just me being an ass as most of the posters here are at times.

It also can't be limit as 1/2 uses .50 SB (see this is now a serious comment about chips in cents). Unless its 2/4 limit. But usually limit you should be able to buyin for whatever you want so that doesn't make much sense either.
