With a $35 raise 100% of the time, 5/10 blinds, and OOP I think I'd make it $135 to go on all top 30% hands except QQ-AA, on which I'd call then check-raise any flop, and fold everything else. I think that would at least slow him down a lot.

If he keeps doing the same thing, he loses his ability to actually play out very many hands with position. If his raise were smaller, I'd also just call on 50%-30% hands.
