Raising minimum/small bets (not pre-flop) Any level

These guys have been driving nuts lately. Let's say you are in position versus opponent in the following hand. Usually the guys that make these bets are not good players so we will assume they have medium stacks. $1/2 NL Hero $200, Opp $130. I play 6max, but this probably applies at most games.

Hand 1: You have T9o on the button and open raise to $8. Only the BB calls. Flop is J-8-2 rainbow. Opponent bets $2. Hero raises to $15. Turn is the offsuit 4. Opponent bets $4 into a $40ish pot. Decision #1: Do you raise again or take the cheap card? I am not sure what to do b/c the pot-odds are stellar, but he's shown so much weakness I think I can take the pot with another raise. Say you raise to $30 and he calls. River is a 9. This gives you 2nd pair and doesn't complete anything but a gutter.

Decision #2: Opponent bets $20 ~ giving you 5 to 1 on a call. Call, Fold, or Raise?
Decison #2a:Opponenet checks. Check behind or bet?

If he bets $20 on the river in that scenario...I fold. Ive had hands like thi swhere i aised all 3 streets and I got called by TP weak kicker and I had a set or whatever

If he checks the river, I check behind and hope my pair is good.

However, I wouldnt have raised the turn. Very very few people weak lead 2 streets with a draw after getting raised like that on the flop. I think he has TP and I take the almost free card.
