I know I should have bet more on the flop. Anyone not call here despite getting better than 3-1? Who leads out rather than checks?

Yes bet more on the flop, $8 looks good - then push once he raises it. Calling only allows him to see another card and continue if he hits a draw (if he's on one) and fold if he misses. If he has KT, KK, TT or 44 you're losing your stack here, the board is just too coordinated.

As played I would just shove the turn, it's less than a half-pot bet anyway but again checking allows him to check behind with a hand like and not invest anymore if he misses on the river.
