I bet that flop

Betting that flop will get anyone with two pair to raise me and I can shove and avoid making the tough decision when the board pairs. Also a spade on the turn kills my action since I have the two highest spades left in my hand, so I want to get money in there before another spade hits

as played i would just fold the river. i expect to see a boat here very frequently. villain wanted to slowplay the flop, got scared on the turn, and wants to take you for a ride on the river.

he may be a bad player but i guarantee that he sees the 4 's on the board too.
