That's just crappy advice. Good NL cash players raise or fold a lot when it's folded to them in the SB, limping is just horrible (as a good player in the BB is going to raise your limp with any 2 a good % of the time and then you either give up your blind or play a raised pot OOP with a marginal, at best, hand). JT is more than good enough to raise here so raise PF.
Poker is silly.
It is not enough to be good at chess, you must also play well.
