Definitely. IMO in limit there's hardly ever a hand where you want to raise to force people out; I'd say in LP when you can buy the button, perhaps, but generally when I raise in limit O8 I want as many callers as possible. Stuff like A2xx, perhaps with another wheel card and/or a suited ace, usually gets raised. The hand figures to be a money favourite in a big multiway pot (say, 6 players including you, are in the pot... your hand is almost certainly good for ~20% of the equity at the very least, possibly in the 25-30% range even, which means for every SB you put in preflop you're getting the best part of a SB back in profit, if everyone calls). I think the BB is a better place to raise than EP with hands like A25K suited because you're less likely to force out players fishing in with 2567 etc who would call one small bet and then a raise but not two cold.
I think you play a lot of PLO8 though, where I believe forcing opponents out is a much bigger advantage in a hand, though again, there are a lot of hands in PLO8 that I'm happy to make a small raise on to build a pot. Then again, like you, my yearly stats would suggest that I suck at PLO8
