If you're -15PTBB/100 over 17,000 hands you're either a one-in-a-billion winning player or a losing player. That's a f***load of standard variations from the mean, there.... I guess you're winning now and thus are playing loads better. You used to just tilt away stack after stack though.
If you mean just -15PTBB net over 17,000 hands I still think that's a big enough sample size to suggest it's more likely you're a break even/slight winning/slight losing-type player than any other hypothesis, as even if you've lost 20 more stacks than you should've in that period you'd only be about 5PTBB/100, and 20 stacks seems a hell of a lot in 17,000 hands. But then again I don't really know as I don't use PT, just an educated guess......
