I don't see any debate. Maybe if he were double stacked like you, then you may think it out. That board is as pretty as it gets for a set, instascoop it.

If you arent willing to get all in on this flop every time with a set of 4's then you really shouldnt be playing them. The whole reason you play small pairs is to flop a set and bust somone's TPTK or overpair that they play like this.
