I think there's a good chance he has an overpair, even 88, but is scared as hell of you having a 7.
I can't see a valuebet here, I can't see a bluff either as I have a hard time seeing how you can get him to fold when he only has 600 left on the river and given your image I think he'll call you pretty light.
If he had 1200 or above left by river I like a push. As is I think I just check.
