Villain has a wide pre-flop raising range so who knows what he has but most likely at least a couple of low cards. I figured it's likely he whiffed the flop so I lead out with the semi-bluff hoping to take it down right there (I suppose check-raising is fine too).

On the turn, I pickup enough outs to be priced into at least a check/call. The question is whether I have enough fold equity by leading again to justify the risk of being raised all-in on the turn and having to commit my stack as a dog. Since I figured him for something low with probably something high (why else would he call the flop?), my fold equity probably isn't there. I check/call. Should I have considered 1/2 pot blocking bet?

Well my low and flush draws missed and I shove. I'm still not sure if my river bet is a bluff or for value. LOL probably both reasons are stupid. As a bluff, is he ever folding a better hand? For value, is he ever calling with anything that I beat? Check/folding seems too weak getting nearly 4:1. So is it check/call w/ top pair?

I'd probably want to pot raise the turn if I was going to do anything here. I don't know what hands you are going to fold out there on the river that beat you. AA maybe? Would like to know his w2sd stats, but at the same time this is pretty ballsy either way for this level. With the stats you show and the pot odds I think the river bluff is +EV, but it would feel better at a higher level.
