What's the best play in a situation like this? I knew what he was betting on the turn... I know hehas a str8. Do you normally play it likie this or is the best play call and fold on the river if we don't fill up?

same thing... you need some reads. if a relatively tight player is minraising you, then a fold is in order. if it's some guy who likes to get it in the middle with a wide range, then a call or push is in order.

usu a FD is a fold since it's so easy for villain to actually have the made hand. again, you can catch people bluffing at flush cards, and then you have some info to work with.

an oesd is again read-dependent.

it seems like you're looking for some fundamental paradigms to play ABC plo. ultimately there are a million draws that can hit (esp. by the river), so good plo players have the skill of putting villains on a range and then playing according to that range. there's a lot of guesswork, and sometimes you end up looking really stupid when you misread. the important thing (at least at lower levels) is that you always have outs. in this hand you had outs, so no worries. you can just nutpeddle (i think briacheck did this for a while), but i think you leave a lot of money on the table if you play this way.

fwiw, raises at lower limits are often HUGE tells. only a handful of people bluff-raise (even at the 100s), so i recommend you pay attention to what people at your table have when they raise and adjust accordingly (e.g., playing pot odds and implied odds).
