Is this hand strong enough against a player who is borderline retarded? Does he have a wrap or lower pair hand often enough to make this profitable?

with stack sizes and blinds the way they are, villain gets the powerful 4-bet... this sucks for you.

plo is a post-flop game at this point. i don't see much need in forcing the issue with a hand like this. if villain is any good at card reading, they can put you on a big pair, call your 3-bet pf, and then play post flop when you're more or less pot-committed.

at aout 75/150 blinds or higher, i like the 3-bet... but that means you'll be the one making the monster bet to put villain all in (or almost so).

i wouldn't reraise preflop here but i don['t have much experience with hu plo tourney or cash.

raising and reraising pf have bigger roles as the blinds get larger in relation to stack sizes (as i alluded to above). when the blinds are relatively low, then i prefer the #4 player's style if i think i can outplay my opponent after the flop.
