Why ever raise preflop in PLO50 or under...?

Above the micro-limits you need to be raising the level of the playing field in order to be able to bet enough to stack people on the flop/turn. As you rightly said, raising is less necessary in the smaller games as people are all too happy to stack off with garbage.
