Villain is very loose and a major calling station. Effective stacks $450 or so.

Obv I just totally misplayed this one, thanks for the comments.
I think the best line on reflection would be to call the minraise, check/call turn and probably check/fold the river to a reasonable sized bet. Or, run hotter and actually catch one of my gazillion outs.
