At 1/2 I run into WAY more value reraisers than light reraisers.
Like 4:1 in favor of value.
Also, if a guy is a light reraiser, he's usually very loose, typically donkish, etc. I rarely see it done by a very good player making a specific move (unless its a squeeze).

Generally I only see maybe TEN out of ALL the players who can 3b light-ish and play somewhat decent postflop.

As to frequencies of light 3-betting. I almost never see it at the 50s but see it very often at the 100s (both on Stars). But Stars players may be very 2+2-ish...
I don't know whether one could say more than 1/4, but it was enough to be pretty bothersome.
I do it occasionally with AX myself from the blinds vs. over-aggro blind-stealers.

One other thing, as to frequency of 3-betting, I don't use PAHUD, but it's really obvious in the game. It's always the same few players who are continually 3-betting you and others. I also don't particularly like the way it effects the table, as it tends to make it a completely PF game if there are a couple of them at the table.
