Ok--The rules as posted worked ok:
So, of course, I tinkered with them. I wanted the truly passive to be passive, so to all the passives I added the following:
TP (Rock)
VP$IP < 21.00%
AF-Total < 1.25
AF-Turn < 1.00
AF- River < 1.00
sLP (Mouse)
VP$IP 21.00-35.00%
AF-Total < 1.25
AF-Turn < 1.00
AF-River < 1.00
LP (Fish)
VP$IP > 35.00%
AF-Total < 1.25
AF-Turn < 1.00
AF-River < 1.00
This gave me the following:

I'm still not real happy with the number of neutrals, but I think it gets the win rate the closest to ideal expectation. I'm going to try and set the passives to having AF < 1.25 on the turn and river as well as for the total and see where that does. More later...
