I went for the check raise on the flop but missed. Thoughts on the river? It just seems to be that people out of position seem to do this alot when they make their draw on the river because they are afraid of not being paid off.

Hand 1:
I think you played it fine. If you bet the turn or river it's nothing more than a bluff on that board. Could even make an argument for checking the flop (I've been checking this sort of hand here into multiway fields lately, for deception and a big payoff if the board pairs but also to avoid possible checkraisers and holding a hand that still has a good shot of holding up even against a lot of opponents). I wouldn't have called the raise PF with shallow stacks around the table though, that hand is pretty much junk unless you can limp late.

Hand 2:
Don't bluff into a six way pot even if the flop looks uncoordinated, IMO. Fine to bet into maybe 2 or 3 because your fold equity is much better. Here you got your money in as a dog on both streets and sucked out, ya fish!

Hand 3:
With just two to act behind you it might be best to open up rather than going for the CR, but then I'm maybe not one to talk because I'm a bigtime flop CRer when I have anything I like! If the two guys behind were aggressive, then fair enough. River might be more callable heads up, but there's a guy to act behind you, too. Odds of someone holding the straight (it's a pretty obvious draw) or lucking into a higher set are probably more than 2/3, if these guys play straightforwardly, so I'd say this looks a decent fold.

Hand 4:
Strange one. Those tiny bets are troubling, like you say it's hard to pinpoint a point you might fold. That said, I think I'm raising if I'm playing that flop. AA is less likely after no preflop raise, and against 99 or 55 you have outs plus fold equity. Don't want to price in any cheap draws. I'd like to get it heads up with position on this guy, if anyone calls later on and the board throws out a flush on the turn you want to ease off, obviously. Your play was a bit passive on the brick turn, too, though there is something to be said for keeping things cheap. Can't help but feel if you were going to play this against a mystery hand and an obvious draw, you should've found a raise somewhere. On the river I love your full pot bet, no-one's paying off with less than a boat regardless how much you bet, and a lower boat is going to at least call even up to full pot, so you did the right thing to charge the maximum. Very good of him to raise you, too!

Out of position I fold hand 4 against a decent field because the hand is not one you can be too bullish with and that position will just kill you. For what it's worth. I don't mind folding the best hand now and again in PLO when I'm out of position, because a lot of others will be folding to me when I have nothing BUT position. Two pair is often good on the flop but on a draw-heavy board there's so many scare cards that someone with 4 random cards can easily outplay you unless you're prepared to make gutsy/reckless calls later on. That said, I still stand by a raise against these guys, because I think the lead better has a draw and you MIGHT just get it heads up with position by doing so.
