UTG draws rough, he often stay pat on the flop with a bad 9 or T....

UTG raises, I reraise, SB cap, BB fold, UTG and I complete.

SB draw 1, UTG draw 2, I draw 1 and get a Q

SB checks, UTG bets, I raise, SB 3 bet, UTG complete and so do I.

SB draw 1 (?? funny play, with what does he 3 bet ??), UTG pat, I draw 1 again and have a 9

SB checks, UTG bets, I call ===> 1st question, what do you think of that call, does someone raise here, does someone fold ?

You say that UTG often stays pat with a 9 or 10......but does he raise on every street with that hand? He is showing an awful lot of aggression. On the turn I think your call is fine. On the river I migh have drawn again instead of staying pat. Like I said this all depends on your read of the villan, but he is showing a lot of aggression which leads me to believe that he can beat 9 high. The way you played it, I think you have to call. Why would you stand pat on the turn just to fold on the river?

I think that UTG is really bad, so just call his bet on the turn is a way to stick him with his bad hand.
I know some people would advocate to raise him here because of my good position and feeling about him, but I think call is better in this situation, I really don't want him to draw to something better.

I raised the river because I felt SB was trying to bs the pot in front of UTG who sometimes is abnormally weak on the river and me who is sometimes too tight.

SB folded to my raise and UTG showed a 98 or 97 I don't remember>

I like the turn call....it sets up for a nice little raise on the river.

The river....I don't know if I could have raised that. It seemed to workout for you which is good, but I just don't know if I have the cajones.
