Just from the section you posted, I assume the point was that a hand like 89 soooted you won't want to see every flop with it, but if you're able to limp it in late position if might be worth playing. As it is only a hand that is played when it's cheap to see the flop, in late position and with other limper in the pot, it will have a lower VSIP than AA (which will be 100).
I think the issue is how many times you play a certain hand, not that you play it for free.
